This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan stated that she recently testified on a couple bills,valuable to Eagle County residents.
HB 16-1039,requiring non-commercial vehicles to be properly equipped when driving on I-70 mountain corridor
during winter storm conditions was killed along party lines. HB 16-1336 concerning the study of a single insurance
rating area for the state was passed. This was significant because this area had some of the highest premiums in
the state. There were a lot of local legislators and local governments that testified on behalf of the study.
Commissioner Chandler-Henry spoke about the increased traffic at Hanging Lake and a proposed
management plan this summer that may require a permit. There had been a lot of requests to make Cottonwood
Pass an alternant route so CDOT would be hosting some meetings to discuss this possibility.
Chairman McQueeney thanked everyone that attended the Mayors and Managers meeting. This Thursday,
March 31St there would be another Community Conversation meeting on Early Childhood Development at the
Edwards Ambulance District.
Consent Agenda
1. Resolution 2016-021 Adopting the Eagle County Policy Regarding the Americans with Disabilities Act
and Section 504 of the Rehabilitation Act and the Eagle County Grievance Procedure for the Americans
with Disabilities Act and Section 504 of the Rehabilitation Act

4. Amendment 3 to Agreement between Eagle County and the Colorado Department of Human Services for
the Nurse Family Partnership Program
Jennie Wahrer,Public Health
Ms. Wahrer spoke about the Nurse Family Partnership Program. The program had been in the United
States for over 30 years. The program served first time mothers and assisted parents with parenting skills.They
were currently recruiting a bilingual nurse.
Commissioner Chandler-Henry mentioned the Wildfire Annual Operating Plan that was on the consent
agenda for approval and wanted it noted that there was a plan in place that met the strategic objective of protecting
the natural environment.

Commissioner Ryan moved to approve the Consent Agenda for March 29,2016, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Jeanne McQueeney opened and closed citizen input, as there was none.

5. Community Development Block Grant(CDBG)Economic Development Grant Agreement between State
of Colorado Department of Local Affairs and Eagle County

Ms. Klosterman introduced Anita Cameron from the Northwest Loan Fund. She stated that in 2013
Eagle County agreed to be the lead county for this program. The program covered nine(9)counties. The
first grant contract contained$1,044,000.00. Those dollars had been lent out and the contract closed. The
request was for a new contract for$580,000.00 and additional dollars from the state.
Anita Cameron stated that the money loaned created 46 jobs. The loan fund was primarily for
economic development and job creation. The federal government offered this money to rural areas. She
was also requesting an amendment to the contract allowing them to request additional funds.
Commissioner Chandler-Henry asked for what purpose the loans would be used.
Ms. Cameron stated that she was unable to disclose much of the information but that one loan
funded a startup business for equipment, one was an acquisition for an existing business and another was
for a startup company. They were also involved in helping the customers hire employees.
Ms.Klosterman stated that she supported the contract and the letter to state requesting additional
funds.
Commissioner Chandler-Henry moved to approve the Community Development Block Grant Economic
Development Grand Agreement between State of Colorado Department of Local Affairs and Eagle County.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
6. Request for additional Community Development Block Grant(CDBG)Economic Development Grant
funds from State of Colorado Department of Local Affairs for Northwest Loan Fund

Ms. Cameron stated that they had a contract with the state and they had already approved a lot of
loads out of the contract so they were requesting an amendment to the contract for an additional
$500,000.00. She believed the money would be available from the state in April.
Commissioner Ryan moved to approve the request for additional Community Development Block Grant
Economic Development Grand funds from State of Colorado Department of Local Affairs for Northwest Loan
Fund.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
