This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan provided an update on House Bill 1336 which passed out of the House last week.
There was hope that the bill would get through the Senate on April 14th. The goal of the bill was to provide a study
putting individuals who bought their own plans into one rating area for the whole state and evening out the high
costs in the mountain resort communities. The study could be completed in the fall and a legislative fix could be
possible by next year.
Commissioner Chandler-Henry attended a Club 20 meeting on the future of the energy economy and
climate change.
Commissioner McQueeney commended the over 100 business owners who were participating in the Battle
Mountain High School job fair. Kids from other schools also attended, and there was a great energy and excitement
when she visited the fair this morning. She wanted to thank all those who participated and helped organize the
event.
1. Resolution 2016-022 Designating April 5,2016 as National Service Recognition Day
Susie Davis, Our Community Foundation
Ms. Davis spoke about National Service Recognition Day and the groups that contributed. Eagle County
was awarded 10 AmeriCorps VISTA members for a three year grant process. These were individuals interested in
in getting a year of service. Candidates were currently being interviewed. Many organizations in Eagle County
utilized these members including Habitat for Humanity.Volunteers welcomed the opportunity to talk about their
work. She spoke about the housing challenges and welcomed any leads for these service members.
Commissioner Chandler-Henry thanked Ms.Davis and the Community Foundation for this innovative way
to bring in VISTA volunteers rather than being agency specific. It was a testimony to the collaboration throughout
the county.

RESOLUTION DESIGNATING APRIL 5,2016 AS
NATIONAL SERVICE RECOGNITION DAY
WHEREAS, service to others is a hallmark of the American character,and central to how we meet our
challenges; and

WHEREAS,the nation's counties are increasingly turning to national service and volunteerism as a cost-
effective strategy to meet their needs; and
WHEREAS,national service expands economic opportunity by creating more sustainable,resilient
communities and providing education, career skills, and leadership abilities for those who serve; and
WHEREAS,AmeriCorps and Senior Corps participants serve in more than 50,000 locations across the
country, including right here in Eagle County,bolstering the civic,neighborhood, and faith-based organizations that
are so vital to our economic and social well-being; and
WHEREAS,national service participants increase the impact of the organizations they serve,both through
their direct service and by managing millions of additional volunteers; and
WHEREAS,national service represents a unique public-private partnership that invests in community
solutions and leverages non-federal resources to strengthen community impact and increase the return on taxpayer
dollars; and
WHEREAS,national service participants demonstrate commitment, dedication,and patriotism by making
an intensive commitment to service, a commitment that remains with them in their future endeavors; and
WHEREAS,the Corporation for National and Community Service shares a priority with county officials
and mayors nationwide to engage citizens, improve lives, and strengthen communities; and is joining with county
officials across the country for the Mayor and County Recognition Day for National Service on April 5, 2016.
THEREFORE,BE IT RESOLVED that the Board of County Commissioners of Eagle County Colorado
do hereby proclaim April 5, 2016,as National Service Recognition Day, and encourage residents to recognize the
positive impact of national service in our county;to thank those who serve; and to find ways to give back to their
communities.
Commissioner Ryan moved to approve the resolution designating April 5, 2016 as National Service
Recognition Day.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

Ms.Haas discussed the agreements between Eagle County and towns participating in the Plan4Health. The
goal of project was to support healthy eating and active living.The Eagle County coalition received a$117,500.00
grant to support strategies from January through December 2016. The project directly aligned with work that had
already been prioritized by the Health Communities Coalition during the April 2015 meeting. The program was
built upon the existing working relationship and partnership of the Public Health and Planning Department. This
grant directly upheld Eagle County's strategic priorities relate. ;; '-alth and environment. The intent was to fund
healthy living and eating in all areas of the community—at. ,s‘ .4,..,,_-', c,14,parks,transit systems,and roadways.
Eagle County designs its communities in ways that all le '∎ stilA safety and health, and this grant would
help further that objective. When considering changes tot. a oady buiit environment, one major goal was to
ensure an authentic community voice was heard so that the needs'of the community were met. The"Policy Scan"
involved Eagle County,Avon, Eagle, Gypsum,Minturn,Rth iffand Vail. The Healthy Eating Active Living
(HEAL)campaign provided a platform for municipalities to prolliote their good work and increase citizen buy-in.
The Plan4Health was a national project. Eagle County was the only grant recipient in Colorado. The agreements

listed on the agenda outlined the expectations each town needed and gave$5,000.00 to each town for their time on
this project.
Commissioner Chandler-Henry asked how the project was funded.
Ms.Haas stated that funding originated from the Centers for Disease Control Prevention. These were
federal funds.
Commissioner Chandler-Henry asked if it was the work done by the Eagle County Planning and Public
Health Departments in the years prior to getting this grant that was one of the reasons it was awarded.
Ms.Haas said it was a result of good work done in years prior.
Commissioner Chandler-Henry asked where someone could get more information about the project.
Ms. Haas stated that the website was www.plan4health.us. There was also a link on the Eagle County
website.
Commissioner Ryan appreciated the work between the Eagle County Public Health and the Planning
Departments on the intentional strategy to promote the health of the residents. She also appreciated the intention
and foresight used in developing a strategy that created a healthy community.
Commissioner Ryan moved to approve the intergovernmental agreement between Eagle County and the
Town of Avon,Town of Eagle, Town of Minturn,Town of Gypsum,Town of Red Cliff, and Town of Vail for
Plan4Health Project.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
