This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Chairman McQueeney mentioned the horrible terrorist attack in Brussels and sent the county's thoughts
and prayers to the Belgian people.
Commissioner Chandler—Henry spoke about the community conversations at which about 65 people
attended in Edwards at the last session. The turnout had a good discussion and representatives from many local
district leaders.
Commissioner Ryan spoke about house bill 1336,a bill which attempts to reduce the high cost of premiums
for western slope counties, for people who purchase through the market place and not through an employer.
Premiums were higher for these folks than for those on the Front Range. This bill would combine all state areas for
purposes of calculating premium costs. House bill 1039 was Representative Mitsch Bush's tire tread bill. This bill
offered one more tool requiring adequate tire tread on passenger vehicles during the winter. This would be a
requirement at all times. CDOT would have to provide a winter education campaign and use variable messaging
signs warning people to not use the mountain passes without adequate tires.
Chairman McQueeney spoke about the Rotary Youth Leadership program in early June. Youth interested
could contact her for details. The Rotary was also putting on a student job fair on April 7th at Battle Mountain High
School. The next session for the community conversations would be held on April 1 in Edwards and April 7 in the
Roaring Fork Valley.

1. Agreement between Eagle County and Dominion Voting Systems, Inc. for Acquisition of Voting System
Software and Equipment

3. Memorandum of Understanding between Eagle County and the State of Colorado for the Low Income
Energy Assistance Program

4. Agreement between Eagle County and Vail Valley Partnership for Economic Development Services

Holly Loff spoke about the agreement between the county and Eagle River Watershed Council. She
explained that the organization was a non-profit organization focused on keeping the rivers healthy through
education. She spoke about an upcoming event related to Cutthroat Trout on March 23. The 16th Annual
Community Pride Highway Cleanup would take place Saturday,May 7. They provided an amazing and robust
website where maps and data points related to river health were available.
Ray Merry explained that county funds helped leverage other funds for entities that also did water quality
monitoring.
Kathy Lyons highlighted the Low Income Energy Assistance program. The program ran from November
through April each year. Anyone paying heating bills could receive a one-time benefit to help with these costs.
Commissioner Chandler—Henry moved to approve the Consent Agenda for March 22,2016, as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Citizen Input
Chairman Jeanne McQueeney opened public input.
Matt Scherr spoke to the board about The Augustana Senior Care organization. Castle Peak Senior Life
was the facility that was currently being built in Eagle Ranch. They anticipated a fall opening. His number was
970-989-2500
Tim Middendorf, Chief Operating Officer of Augustana spoke. He has been around helping facilitate the
start-up of this facility. He would be hiring the first campus administrator. He introduced Dan Shields.
Mr. Shields expressed his happiness about being the first campus administrator. He had worked in senior
living facilities for the past 26 years. He and his wife were looking for housing and were excited about their move.
He was excited about the service as it was so needed in the area.
Commissioner Ryan acknowledged the hard work that has gone into the fruition of the project by past
boards,the attorney's team and the current board. She was very excited.
Chairman McQueeney closed public comment.
Business Items
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

5. Agreement for Architectural Services between Lake Creek Village LLC and Tab Associates,Inc. for Lake
Creek Village Apartments Improvements

Ms.Klosterman explained the agreement. Approval was needed for this agreement to allow repairs to
building wrap siding and the windows. The agreement would design the fit, window design, and proper
construction plans. Once the architectural work was complete they would look for a general contractor to complete
the work. If complete funding was not available,they will do one building at a time to complete the needed work.
Mr. Ullom believed that Tab and Associates was the best firm to do this work.
Commissioner Chandler—Henry commented that this initiative hit the strategic plan on several fronts and
expressed pleasure at the approach.
Ms.Klosterman explained that previous recommendations included forming different neighborhoods with
play areas and recreation areas. They would likely choose some different colors to help create this feeling.

Commissioner Chandler-Henry moved to approve the agreement for architectural services between Lake
Creek Village, LLC and Tab Associates,Inc. for Lake Creek Village Apartments Improvements.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Housing and Development Authority and re-
convene as the Eagle County Board of County Commissioners.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
