This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler—Henry provided an update on the housing forums. There would be expert
panelists laying out the reality of the current housing situation in the county. They also attended a forum in
Carbondale talking about housing.
Commissioner Ryan stated that about 75 people attended a recent meeting on the topic in Edwards.

1. Agreement between the Colorado Chapter of the American Planning Association and Eagle County for the
Healthy Communities Coalition Plan4Health Project

Commissioner Ryan moved to approve the Consent Agenda for February 9, 2016, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

Citizen Input
Chairman Jeanne McQueeney opened and closed citizen input, as there was none.
Business Items
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Local Housing and Development Authority.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

7. Agreement between Eagle County Housing and Development Authority and Zehren and Associates for
West Eagle Site Planning Services

Ms. Franks explained the contract. This firm would be responsible for site planning for West Eagle and the
9 acres that Eagle County owned. This firm would help determine the potential for the site.
Jill Klosterman asked the vendor to provide a phased plan so some of the project could be started.
Ms. Franks stated that the maintenance facility and storage building area would be included in the planning.
Ms.Klosterman stated that the Town of Eagle would be a partner in the development and planning of the
site.
Commissioner Ryan spoke about this as a priority of the board and she wondered about the time frame for
development of other county owned properties.
Ms.Klosterman felt that a five year timeline would be reasonable due to the need for the Town to build a
road as part of the process. She hoped it could move forward in some phases before the five year expectation.
Commissioner Chandler-Henry commended the Housing Department team for their work on this type of
model.
Commissioner Ryan moved to approve the agreement between Eagle County Housing and Development
Authority and Zehren and Associates for West Eagle site Planning Services.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

Authority and re-convene as the Board of County Commissioners
Commissioner Ryan seconded the motion. The vote was declared unanimous.
