HomeMy WebLinkAboutMinutes 01/19/16 PUBLIC HEARING January 19, 2016 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Brent McFall County Manager Christina Hooper Assistant County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Jillian Ryan Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner McQueeney reminded everyone that One Book One Valley book read had begun. The book selected this year was"We Are Called To Rise"by Laura McBride. Chairman Chandler-Henry spoke about the Martin Luther King Jr. Day holiday. Consent Agenda 1. Agreement between Eagle County and Citadel Security and Investigations,LLC for Security Services at the Eagle County Fairgrounds Ron Siebert,Facilities Management 2. Agreement between Eagle County and Inteconnex Inc. for Procurement and Installation of the Matrix Access Control System for Eagle County Facilities Ron Siebert,Facilities Management 3. Solar Reservation and Deposit Payment Form to Clean Energy Collective John Gitchell, Environmental Health and Sustainability 4. Approval of the Minutes of the Board of County Commissioner Meetings for December 8,December 15, December 18, and December 22,2015 Teak Simonton, Clerk and Recorder Ron Siebert spoke about the agreement with Citadel Security for services at the fairgrounds property. The fee amount would be figured into the lease agreements. This would help secure the facility and keep them safer for the public and Eagle County. John Gitchell spoke about the request for approval of a reservation form and deposit payment to the Clean Energy Collective in the amount of$134,500. The deposit was fully refundable for any reason and secured Eagle County's portion in the number four array. This agreement held the reserve panels until an agreement could be developed. The funds would come from the Landfill Fund. Brent McFall explained that there was a substantial reserve set aside for the eventual landfill closure.These funds would not be needed for decades and this investment would provide a 6.5%return.He believed it was a good investment for the landfill. Mr. Gitchell stated that this investment combined with other solar investments would help provide 72%of all the electricity that Eagle County operations used. 1 01/19/2016 Commissioner McQueeney moved to approve the Consent Agenda for January 19, 2016, as presented. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Citizen Input Chairman Chandler-Henry opened and closed citizen input, as there was none. Chairman Chandler-Henry stated that the next item would be postponed until 1:15 pm when Commissioner Ryan was back. Commissioner McQueeney stated that.she sat on the Board for the Family Learning Center and it would be inappropriate for her to weigh in on the item. Business Items 5. Agreement between Eagle County and the Foundation of Trustees for the Family Learning Center for Early Head Start Child Care Services Maggie Swonger,Human Services Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Local Housing and Development Authority. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Eagle County Housing and Development Authority 6. Property Management Agreement between Eagle-Vail Metropolitan District and Eagle County Housing and Development Authority Jill Klosterman,Housing Ms.Klosterman stated that the opportunity came up to turn the Eagle Vail Fire Station into affordable housing units. The Housing Authority would help manage the units. Jeff Layman stated that once the Fire District determined that the location was not a good one the facility was used for storage and housed off duty firefighters. The Eagle Vail Metro District took back the property in December and was excited to be able to offer housing. Ms.Klosterman stated that the agreement outlined the terms and conditions. The agreement would be effective January 20, 2016 and last one year. The long-term plan for the property had yet to be determined. All expenses would be paid through the Eagle Vail Metro District. Either party could terminate the agreement at any time. The Housing Authority would be compensated$250.00 a month and charge$50.00 an hour for any needed maintenance. Availability was first come, first served.There were five parking spaces; one for each unit. Commissioner McQueeney moved to approve the property management agreement between Eagle-Vail Metropolitan District and Eagle County Housing and Development Authority. Chairman Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 2 01/19/2016 Commissioner McQueeney moved to adjourn as the Eagle Local Housing and Development Authority and re-convene as the Eagle County Board of County Commissioners. Agreement between Eagle County and the Foundation of Trustees for the Family Learning Center for Early Head Start Child Care Services Maggie Swonger,Human Services Commissioner McQueeney recused herself from the file as she sat on the board. Aric Otzelberger stated that the county had been working with the Family Learning Center since 2010. The agreement would provide services for about thirty two children. The contract included funding from three various funding agencies and the county's share was about$139,269.00. The Family Learning Center was the only center based program on this side of the valley. Commissioner Ryan moved to approve the agreement between Eagle County and the Foundation of Trustees for the Family Learning Center for Early Head Start Child Care Services. Commissioner McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. Work Session 8.
