This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Chairman Chandler—Henry spoke about a vehicle accident that left 100 dogs stranded temporarily at the
Fairgrounds. Many local volunteers showed up to help.
Commissioner Ryan spoke about advocating for lowering health care premiums. She had been meeting
with the players involved in trying to come up with a strategy that improved this situation.

Commissioner Ryan asked to discuss items 2 and 3 separately. •
Commissioner McQueeney moved to approve the consent agenda for December 22, 1015,as presented,
excluding items 2 and 3.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Sarah Luben spoke about the items related to the Wayfinder Database and Wayfinder Program. She
explained that the fiscal year limitations presented challenges. They were trying to have the most advanced
technology and be sustainable moving forward.
Commissioner Ryan asked about the retroactive nature of the contracts.
Ms. Luben indicated that the county was the agent for Wayfinder. In 2015 there was a transition to get a
better financial position. This required a contract in place to pay for these services. In 2016 there would be a
month to month contract with a 30 day possible cancellation clause. They would be expending funds by December
31st of 2015.
Commissioner Ryan stated that it was preferred that a contract was signed prior to payments being made in
the future.
Chairman Chandler—Henry asked about the collaborative management funds.
Ms. Luben stated that they were required to have an interagency oversight group. The manager of child
welfare would be helping with this budget.
Commissioner McQueeney moved to approve items 2 and 3.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Chairman Chandler—Henry opened and closed public input as there was none. •

• 16. Resolution 2015-112 Adopting the Eagle County 2016 Legislative Policy Statement

Mr. Otzelberger explained that the intent of the document was to provide guidance to staff as the legislative
session took place. Bryan Treu, County Attorney would be involved and communicating with management about
progress on these legislative goals.
Chairman Chandler—Henry thanked him for spearheading the creation of the document as it would provide
great guidance. She hoped it would be posted on the website.
Mr. Otzelberger indicated that he would make sure this happened and it would be on the Commissioner's
section of the site.
Commissioner Ryan also complimented Mr. Otzelberger. This universal document covered all potential
legislative areas.
Commissioner McQueeney stated that she was happy it aligned with the strategic vision. It should also
allow more proactivity.
Commissioner Ryan moved to approve resolution adopting the Eagle County 2016 Legislative Policy
Statement.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
