This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney thanked the Eagle County School Board for the joint meeting with the county.
They heard the results of the Kids Count data and discussed ways the county and the school district could work
together. She looked forward to the next meeting which would focus on finding an indicator that impacted kids in
the area.
Commissioner Ryan spoke about her trip to Washington DC as a guest of Conservation Colorado. She
defended the Clean Power Plan. She would be writing an article soon for the Vail Daily.
Chairman Chandler-Henry reported that she would be attending the Colorado Water Conservation Board
hearing tomorrow in Montrose. She would be testifying on behalf of the NWCCOG Water Quality/Quantity
Committee that water should remain on the western slope.

Chairman Chandler-Henry highlighted the resolution supporting federal designation of the Crystal River as
a wild and scenic river. •
Commissioner McQueeney moved to approve the Consent Agenda for September 15,2015,as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Chandler-Henry opened citizen input.
Pat Hammon reported that she attended the Women Veterans of Colorado Conference last week. She also
attended the Senator Bennett conference in Colorado Springs on Veteran issues. She introduced James Taylor,
Veteran Service Officer from the state office who was providing training, and Veteran Service Officers from Gilpin
County and Clear Creek County.
Rick Winfrey, Gilpin County Veteran Service Officer spoke. He used to be the Clear Creek Veteran
Service Officer.
Troy Ericson, Clear Creek Veteran Service Officer spoke. He was pleased to visit the county and
appreciated the county hosting the training opportunity.
Chairman Chandler-Henry stated that the county was grateful for Ms. Hammon and her service.The work
was critical and the need was far greater than any of the counties could afford to fund.
Brenda Worley, Colorado River Guides owner thanked the board for serving the community. She owned a
small mom and pop rafting company. Their main target was getting families on the river. Her family appreciated
the open space and appreciated the use of it.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Local Liquor Licensing Authority.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

DESCRIPTION:
The applicant has requested a permit for their annual fundraiser. This is an"adult-only"wine tasting event.
Appetizers will be provided by various local restaurants. The applicant expects 300 attendees. Beaver Liquor
employees will be monitoring the entrance/exit points.
STAFF FINDINGS:

• 1. The applicant has submitted all the required documents and associated fees.
2. Public notice was given by posting a sign in a conspicuous place on the premises on September 4, 2015, at
least 10 days prior to the hearing.
3. No protests have been received in the Clerk's Office.
4. The applicant has provided an alcohol management plan,proof of server training, and notified the Eagle
County Sheriff's Office.
DISCUSSION:
Ms. Scriver presented the request.
Mr. Courtney stated that the event focused on the school. It had been a successful event for 18 straight
years. They sell 300 tickets every year.
Commissioner McQueeney moved that the Local Liquor Licensing Authority approve the permit for the
Eagle County Charter Academy Fundraiser being held on September 25, 2015 from 12:00 pm to 10:00 pm at the
Eagle-Vail Pavilion.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

11. Special Event Permit-Aspen Center for Environmental Studies(ACES)

STAFF CONCERNS/ISSUES: None
DESCRIPTION:
The applicant has requested a permit for their annual "Harvest Party". ACES has been hosting the event
since 2001. This is the fourth year that the organization will offer beer and wine. ACES will staff all
entrances/exits to ensure that no one leaves with an alcoholic beverage. The event will feature live music, local
food, apple-cider pressing, pumpkin carving, and much more. Signage and straw bales will be used to create the

licensed boundary. The applicant anticipates 1,400 attendees throughout the day and has submitted an application
for Mass Gathering Permit (pending). The event will be limited to no more than 500 if the Mass Gathering Permit
is not approved.
STAFF FINDINGS:

Ms. Scriver presented the request. Katie Schwoerer was unable to attend the meeting. Staff had no
concerns with the request.

Center for Environmental Studies"Harvest Party"being held at Rock Bottom Ranch on Saturday,October 17,
2015 from*12:00 pm—4:00 pm.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

The applicant wishes to expand the outdoor liquor license boundary. The expansion would include terrain
more suited to tent sites for guests.
STAFF FINDINGS:
1. The application is in order, all requirements have been met, and fees paid.
2. Public notice was given by posting of a notice in a conspicuous place on the premises, September 4,2015.
3. No complaints or concerns were received.
CONCERNS/ISSUES:
Staff has no concerns with this request.

DISCUSSION:
Ms. Striver presented the request. Staff had no concerns with the request. A notice was posted on the
premise and staff received no responses from neighboring business or residents.
Mr. Friery stated that the area expansion would make it easier to accommodate guest requests.The area
would be mostly used during the summer months. An approval from the Forest Service was required for the tents
but not for the liquor license.
Commissioner Ryan moved that the Local Licensing Authority approve the modification for Vail Food
Services, Inc. d/b/a The 10th.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Local Liquor Licensing Authority. •
