HomeMy WebLinkAboutMinutes 09/08/15 PUBLIC HEARING September 8, 2015 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Jillian Ryan Commissioner Brent McFall County Manager Beth Ayres-Oliver Assistant County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Ryan spoke about the opportunity she had to be the guest of Conservation Colorado and travel to Washington to speak about climate protection and the clean power plan. She would be providing an update upon her return. 1. Resolution 2015-075 Designating September 7- 13,2015 as National Suicide Prevention Week Jill Baron, Speak Up Reach Out Erin Ivie, Executive Director for Speak Up Reach Out spoke. The organization offers training for students, community members, law enforcement and first responders to help with suicide prevention in Eagle County. They also provide loss support services. There would be a memorial walk and balloon launch on Saturday beginning at the Dusty Boot in Eagle Ranch. Commissioner McQueeney believed the numbers in the resolution were startling and encouraged people to read the resolution. Resolution Designating September 7— 13, 2015 as National Suicide Prevention Week WHEREAS, suicide is the tenth leading cause of all deaths in the United States with one suicide occurring on average every 13.3 minutes; and WHEREAS, suicide is the seventh leading cause of death overall in Colorado and on average, one person dies by suicide every 10.12 hours in the state; and • WHEREAS, suicide is the second leading cause of death in Colorado among 10 to 34-year-olds, and is the third leading cause of death among 35 to 44-year-olds and is the fourth leading cause of death among 45 to 54-year- olds and is the 8th leading cause of death in Colorado among 55 to 64-year-olds; and WHEREAS, suicide cost Colorado a total of$883,178,000 of combined lifetime medical and work loss cost in 2005,or an average of$1,103,972 per suicide. WHEREAS, over five times as many people die by suicide in Colorado annually than by homicide; the total deaths to suicide reflect a total of 18,444 years of potential life lost before age 65. WHEREAS,the elderly make up 13.3%of the population,but comprise 16%of all suicides; and WHEREAS, it is estimated that 4.8 million people in the United States are survivors of suicide [those who have lost a loved one to suicide]; and 1 09/08/2015 WHEREAS, 50.8%of people who die by suicide use a firearm, and guns stored in the house are used 40 more times often than for self-protection; and WHEREAS, an increase in the overall suicide rate in our country was seen in 2009, representing a change in the recent pattern of stability or slight declines; the suicide rate for those 15 to 24-year-olds has more than doubled since the mid-1950s; and,the suicide rate remains highest for adults 75 years of age and older; and WHEREAS, the stigma associated with mental illness and suicidality works against suicide prevention by discouraging persons at risk for suicide from seeking life-saving help and further traumatizes survivors of suicide; and WHEREAS, statewide suicide prevention efforts should be developed and encouraged to the maximum extent possible; and WHEREAS, organizations such as the American Association of Suicidology,American Foundation for Suicide Prevention, Speak Up Reach Out and Heartbeat—Eagle County,which are dedicated to reducing the frequency of suicide attempts and deaths, and the pain of survivors affected by suicides of loved ones,through educational programs,research projects, intervention services, and bereavement services urge that we: 1. Recognize suicide as a national, state and county public health problem and declare suicide prevention to be a priority; 2. Acknowledge that no single suicide prevention program or effort will be appropriate for all populations or communities; 3. Encourage initiatives based on the goals contained in the National Strategy for Suicide Prevention: a. Promote awareness that suicide is a public health problem that is preventable. b. Develop a broad-based support for suicide prevention. c. Develop and implement strategies to reduce the stigma associated with being a consumer of mental health, substance abuse, and suicide prevention services. d. Develop and implement community-based suicide prevention programs. e. Develop and implement community-based suicide bereavement programs. f. Promote efforts to reduce access to lethal means and methods of self-harm. g. Implement training for the recognition of at-risk behavior and for the delivery of the most effective treatment. h. Develop and promote effective clinical and professional practices. i. Increase access to, and community linkages with mental health and substance abuse in the entertainment and news media. j. Improve reporting and portrayals of suicidal behavior,mental illness,and substance abuse in the entertainment and news media. k. Promote and support research on suicide and suicide prevention. 1. Improve and expand surveillance systems for suicidal behavior. WHEREAS, a great many suicides are preventable. NOW THEREFORE,BE IT RESOLVED that the Board of County Commissioners hereby designates September 7 through September 13, 2015 as"National Suicide Prevention Week"in the County of Eagle, State of Colorado. Commissioner Ryan moved to approve the resolution designating September 7— 13, 2015 as National Suicide Prevention Week. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 2 09/08/2015 Consent Agenda 2. Grant Agreement between Eagle County and the Colorado Department of Public Safety, Division of Homeland Security and Emergency Management for Partial Reimbursement of Emergency Management Functions Barry Smith, Emergency Management 3. Approval of the Minutes of the Board of County Commissioner Meetings for July 28,August 4 and August 5,2015 Teak Simonton, Clerk and Recorder 4. Grant Contract between Eagle County and the Denver Foundation for the Total Health Alliance Program Jennifer Ludwig,Public Health and Environment Commissioner Ryan moved pull Item four(4) from the consent agenda and table it to a date uncertain. Commissioner McQueeney seconded the motion,the vote was declared unanimous. Commissioner McQueeney moved to approve the Consent Agenda for September 8, 2015, as presented, excluding Item 4. Commissioner Ryan seconded the motion. The vote was declared unanimous. Citizen Input Chairman Chandler-Henry opened public comment. Greg Phillips introduced the new State Aeronautics Director, Dave Ulane. Mr.Ulane stated that he was excited to be in Colorado and introduce himself. He appreciated the partnerships and looked forward to touring the Eagle County Airport. Chairman Chandler-Henry wondered what it would take to increase flights into the Eagle Airport. Mr.Ulane believed that partnering with the ski resorts was a good start. Chairman Chandler-Henry closed citizen input. Business Items 5. Intergovernmental Agreement between Eagle County and the Town of Red Cliff for Exchange of Vehicle Harry Taylor, Fleet Services Darin Ramberg stated that the agreement was for an exchange of a vehicle that was previously donated from the county to the Town of Red Cliff. It was a 95 International plow truck. The town was requesting a smaller vehicle which was a county surplus vehicle. If approved the county would exchange the vehicles and sell the plow truck at auction. Mr.McFall stated that the request came from the Town of Red Cliff and it seemed like a reasonable request. Commissioner Ryan moved to approve the intergovernmental agreement between Eagle County and the Town of Red Cliff for exchange of vehicle. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 6. Quit Claim Deed from Eagle County to Town of Gypsum Bryan Treu,Attorneys Office 3 09/08/2015 Ms. Ayres -Oliver stated that this was a request by the Town of Gypsum. The parcel of land was within the municipal boundaries of Gypsum. The county did not have a use for the property and Gypsum wanted to use it for governmental purposes. Commissioner McQueeney moved to approve the quit claim deed from Eagle County to the Town of Gypsum Commissioner Ryan seconded the motion. The vote was declared unanimous. 7. Assignment of Allocation of Multifamily Housing Facility Bonds/Single Family Mortgage Revenue Bond between Eagle County and the Colorado Housing and Finance Authority Jill Klosterman,Housing Ms. Klosterman stated that every year the county got an allocation of private activity bonds. It was simply the ability to issue tax exempt bonds. In 2015 the county received an allocation of$2.5 million which was based on the county's population. The allocation was a financing tool not money. The county's options were to do nothing, use the bonds, or to carry forward the allocation. In this case,the request was to assign the$2.6 allocation to the Colorado Housing and Finance Authority for processing. Mr. McFall stated that the bonds had evolved over time and a specialist was needed to make them work into the financing. Commissioner Ryan moved to approve the assignment of allocation of multifamily housing facility bonds/single family mortgage revenue bond between Eagle County and the Colorado Housing and Finance Authority. Commissioner McQueeney seconded the motion. The vote was declared unanimous. 8. Resolution 2015-076 Authorizing Assignment to the Colorado Housing and Finance Authority of a Private Activity Bond Allocation of Eagle County Colorado Pursuant to the Colorado Private Activity Bond Ceiling Allocation Act Jill Klosterman,Housing Commissioner McQueeney moved to approve the resolution Authorizing Assignment to the Colorado Housing and Finance Authority of a Private Activity Bond Allocation of Eagle County Colorado Pursuant to the Colorado Private Activity Bond Ceiling Allocation Act.
