This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner McQueeney spoke about Mountain Rural Philanthropy Days coming up this week. There
would be a community solutions conversation happening across the region and the topic was about mental health
services.
Chairman Chandler-Henry mentioned Ride to Work Day for Eagle County. She encouraged everyone to
their wheels out and ride to work.
Consent Agenda
Chairman Chandler-Henry stated the first item before the Board was the Consent Agenda as follows:
1. Resolution 2015-050 Concerning an Appointment to the Citizens Open Space Advisory Committee
Toby Sprunk, Open Space
2. Intergovernmental Agreement between Eagle County and the Town of Eagle Regarding Design, Lease and
Use of the Future Eagle River Park
Bryan Treu,Attorney's Office
3. Early Head Start Selection Criteria

Chairman Chandler-Henry thanked Tom Henderson and all the committee members for their service on the
Open Space Advisory Committee.
Commissioner McQueeney moved to approve the Consent Agenda for June 23, 2015, as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Chandler-Henry opened and closed citizen input, as there was none.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Air Terminal Corporation.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.

4. Second Amendment to Agreement between Eagle County Air Terminal Corporation and TIGA
Advertising, Inc.to Extending the Existing Agreement by Three Months.

Mr. Phillips stated that the amendment would extend the concession agreement to allow airport staff to
complete the selection process.
Commissioner McQueeney moved to approve the second amendment to agreement between Eagle County
Air Terminal Corporation and TIGA Advertising, Inc.to extend the existing agreement by three months.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
5. Approval of the Minutes for the March 23, 2015 Meeting of the Eagle County Air Terminal
Corporation

Commissioner Ryan moved to approve the minutes for the March 23, 2015 meeting of the Eagle County
Air Terminal Corporation.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
6. Approval of the Minutes for the April 28, 2015 Meeting of the Eagle County Air Terminal
Corporation

Commissioner Ryan moved to approve the minutes for the April 28, 2015 meeting of the Eagle County Air
Terminal Corporation.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
7. Terminal Area Plan Presentation

Mr. Phillips spoke about the consulting firm,RS&H. The purpose for conducting the analysis was to refine
and expand the terminal facility. The analysis would be completed by the end of November. The project would
address any hot points within the airport terminal and the costs.The benefit of doing construction in 2017 would be
that new bonds could be obtained. He introduced Michael Spitzer from RS&H.
Mr. Spritzer introduced his team; Michael Becker,Frank Ritten, and Owen Curtis. The purpose of
conducting the additional analysis was to prepare the airport to begin construction in 2017. They observed peak
hour traffic and level of service to develop a future demand forecast and develop a preferred solution. He presented
video clips during peak hours and events. Airlines were looking to up-gauge their aircraft and increase the seats.
Mr.Phillips stated that there were currently five(5) gates. During the weekends there might be up to eight
(8) aircraft on the ground at the same time which creates problems in a number of ways.
Mr. Spritzer along with the data gathering they did at the terminal,they also observed the land side. They
counted traffic,people, and vehicles. They were focusing on the commercial vehicle operations. The parking was
in a state of transition due to the implementation of paid parking. As most of the traffic entered from the east end
of the terminal they would be considering if there should be a reconfiguration of the roadway system that would
move some of the traffic away from the curb front. They would be back in a few months to present an update on
the plan.
Mr.Ritten spoke about the data collection and community research. He found that ultimately people came
to the county for the same reasons they lived here; the outdoor environment. They were considering themes from
the data collection and would be narrowing them down to three(3).

Mr. Phillips stated that their goal was to be prepared for the worst case or growth requiring additional
space. This was an incredible opportunity to look at the experience people get when they arrive and begin their
vacation.They were selling Colorado and the Vail Valley.
Commissioner Ryan liked the way Mr. Ritten was portraying the county as it felt consistent with comments
she hears from the constituents.
Chairman Chandler-Henry stated that the only thing she saw missing were pictures of people such as world
renowned athletes,ranchers, etc.
Commissioner McQueeney echoed Commissioner Ryan's response. She believed it would be difficult to
narrow it down and choose one.
Commissioner McQueeney moved to adjourn as the Eagle County Air Terminal Corporation and re-
convene as the Eagle County Board of County Commissioners.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
