HomeMy WebLinkAboutMinutes 05/26/15 PUBLIC HEARING May 26, 2015 Present: Kathy Chandler-Henry Chairman Jeanne McQueeney Commissioner Jillian Ryan Commissioner Brent McFall County Manager Christina Hooper Assistant County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Chairman Chandler-Henry mentioned an event held at the WECMRD Field House in Edwards on Memorial Day. Pat Hammon led a ceremony for service members from every branch and read the names of all Eagle County residents who had died in the line of service. Commissioner Ryan highlighted a couple things on the agenda. The board was doing a site visit at the Valley Settlement Project, an Early Childhood program that the county was sponsoring to expand into the town of Basalt. The board was also touring the Sunnyside Ranch Community Solar Array, a solar farm in Carbondale. 1. Resolution 2015-046 Concerning Designation of Eagle County as a Storm Ready Community Barry Smith, Emergency Management Mr. Smith introduced Jim Pringle from the National Weather Service. He stated that the county had met certain criteria for awareness,public information and warning for severe weather events. Mr. Pringle stated that this was a National Weather Service program. Eagle County was highly susceptible to severe winter weather and flooding during the spring runoff. The program provides advice to community leaders and Mr. Smith was very helpful and responsible for getting the radio transmitter in Eagle County. As of today there were 2300 communities in the United States that were better prepared to deal with severe weather. The county met all of the requirements to be designated a"Storm Ready"community by the National Weather Service. The recognition was valid for three years. Commissioner Ryan asked about the storm warnings and notification to the public. Mr. Smith stated that designation didn't change anything that the county had been doing. The county had multiple means of alerting the public to weather related or any other types of emergency situations. There was a link on the county website to sign up for the alerts. Chairman Chandler-Henry asked about the website that helped families prepare for emergencies. Mr. Pringle stated that they could visit the weather.gov website and information was provided under weather safety as well as an interactive page for children. BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE,STATE OF COLORADO RESOLUTION NO.2015- RESOLUTION CONCERNING DESIGNATION OF EAGLE COUNTY AS A STORM READY COMMUNITY 1 05/26/2015 WHEREAS, Eagle County has applied to be recognized as a StormReady community by the National Weather Service; and WHEREAS,the National Weather Service(NWS)has asked Eagle County to reaffirm their support of the six(6)guidelines necessary to be considered a StormReady Community which include the following: 1. Maintain a 24-hour Warning Point to receive NWS information. 2. Maintain an Emergency Operations Center(EOC)capable of receiving multiple communication methods of NWS warnings. 3. Maintain an EOC capable of gathering ancillary weather information, such as internet radar,river gauging stations, etc. 4. Maintain several means of ensuring timely warning dissemination to citizens,which includes weather radio receivers at County, City, and School facilities and multiple methods of disseminating warnings to the public. 5. Through the Emergency Management Department, conduct or facilitate safety talks for schools, hospitals,community groups, etc.; publicize use of NOAA Weather Radio receivers; host a storm spotter training at least every other year and send EOC staff to the storm spotter training. 6. Maintain a formal hazardous weather operations plan, assure biennial visits by Emergency Management Director to NWS, and assure annual visits by NWS official to community; WHEREAS, Eagle County is currently in compliance with these guidelines and certifies that County facilities,Town/City Hall's and Schools within the county are equipped with operational NOAA All-Hazards Weather Radio receivers. NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT,based on the County's compliance with the above referenced guidelines,the National Weather Service will bestow upon Eagle County a"Storm Ready"designation. THAT,Eagle County hereby pledges to support the StounReady program. MOVED, READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State of Colorado, at its regular meeting held the 26th day of May, 2015. Commissioner Ryan moved to approve the resolution concerning designation of Eagle County as a Storm Ready Community. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Consent Agenda Chairman Chandler-Henry stated the first item before the Board was the Consent Agenda as follows: 2. Contract Amendment No. 1 between Eagle County and Colorado Department of Transportation for the Highway Hazard Elimination Grant for El Jebel Road Improvement Project Eva Wilson, Engineering Commissioner McQueeney moved to approve the Consent Agenda for May 26, 2015, as presented. Commissioner Ryan seconded the motion. The vote was declared unanimous. Citizen Input Chairman Chandler-Henry opened and closed citizen input, as there was none. Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Local Liquor Licensing Authority. Commissioner McQueeney seconded the motion. Commissioner Ryan seconded the motion. The vote was declared unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Liquor Licensing Authority and re- convene as the Board of County Commissioners. Commissioner Ryan seconded the motion. The vote was declared unanimous.
